In April 2021 the Biden Administration announced the release of $39 billion of American Rescue Plan funds for states, territories, and tribes to address the child care crisis caused by COVID-19. These funds will provide a lifeline to hundreds of thousands of child care providers and early childhood educations, provide a safe and healthy learning environment for more than 5 million children, and help parents, especially mothers, get back to work.

The web portal manages the application for, processing of, and distribution of child care subsidy funds. This includes a web portal for application reviewers, families, providers, and can be configured to include other roles. The Solution has a workflow engine allowing for data validation, eligibility checks, a user interface that supports browsers and mobile devices, and document uploads.
Solution Overview
The language included in the Consolidated Appropriations Act of 2021 explicitly encourages states to use a portion of the funds to deliver technical assistance to help providers with the implementation of new policies.
